EIOPA published today a total of eight sets of guidelines and draft technical standards relating to the review of the Solvency II framework. With today’s publications, EIOPA has delivered all the legal instruments it was mandated to develop under the review.

EIOPA appoints Stavros Konstantas to Management Board
EIOPA's Board of Supervisors has elected Stavros Konstantas, Director of Occupational and Private Insurance Supervision at the Bank of Greece, to EIOPA's Management Board for a two-and-a-half-year term. He succeeds Ante Žigman, who left the position after becoming Governor of the Croatian National Bank. The appointment took effect on 13 August 2026.

ESAs Propose Simplified Bilateral Margin Rules for Sub-€8bn Counterparties
The European Supervisory Authorities (EBA, EIOPA and ESMA) published a final report on draft Regulatory Technical Standards (RTS) amending Delegated Regulation (EU) 2016/2251 on bilateral margin requirements. The proposal removes initial margin exchange obligations for both new and existing uncleared OTC derivative contracts for counterparties below the €8 billion threshold. The RTS have been submitted to the European Commission for endorsement.

ESAs Issue AI Cyber Risk Guidance for the EU Financial Sector
The ESAs have issued a joint statement calling for stronger governance, risk management and consistent supervision to address ICT risks from frontier AI models, reinforcing DORA oversight and operational resilience expectations.
