EIOPA published today altogether seven instruments related to the implementation of the Insurance Recovery and Resolution Directive (IRRD). The package includes four guidelines and three draft regulatory technical standards (RTS).

EIOPA Technical Advice Sets Out Minimum Common Standards for EU Insurance Guarantee Schemes
EIOPA has submitted technical advice to the European Commission on minimum common standards for insurance guarantee schemes (IGS) across the EU. The advice recommends targeted harmonisation of IGS scope, operational triggers, payout timelines and funding safeguards, while leaving flexibility for national specificities. This is a preliminary step ahead of a possible legislative proposal under Article 98 of the Insurance Recovery and Resolution Directive (IRRD).

EIOPA appoints Stavros Konstantas to Management Board
EIOPA's Board of Supervisors has elected Stavros Konstantas, Director of Occupational and Private Insurance Supervision at the Bank of Greece, to EIOPA's Management Board for a two-and-a-half-year term. He succeeds Ante Žigman, who left the position after becoming Governor of the Croatian National Bank. The appointment took effect on 13 August 2026.

ESAs Propose Simplified Bilateral Margin Rules for Sub-€8bn Counterparties
The European Supervisory Authorities (EBA, EIOPA and ESMA) published a final report on draft Regulatory Technical Standards (RTS) amending Delegated Regulation (EU) 2016/2251 on bilateral margin requirements. The proposal removes initial margin exchange obligations for both new and existing uncleared OTC derivative contracts for counterparties below the €8 billion threshold. The RTS have been submitted to the European Commission for endorsement.
